Notice Regarding Motor Vehicle Excise Demand
If you have received a Motor Vehicle Excise Demand (red bill) and you have a confirmation number, receipt, or canceled check as proof of payment, you may disregard this notice.

Duties & Responsibilities
The Collector's Office is responsible for the efficient and timely billing and collection of all monies due the Town including:
- Real Estate Tax
- Excise Motor Vehicle Tax
- Personal Property Tax
- Water Bill Payments
The Treasurer's Office is responsible for the receipt of all Town monies and investments, all Tax Titles accounts, the administration of Town Meeting authorized debt, and the timely payment of all bills and payrolls of the Town.
Mission
The Treasurer / Collector's Office will provide taxpayers and town employees with professional and courteous customer service. We will answer all inquiries in a timely manner. We will continue to persevere to treat all Taxpayers with equity and take all necessary steps allowable by law to collect on all past-due accounts.
Municipal Lien Certificates
Municipal Lien Certificate requests must be submitted via email to Raeann LeBlanc. A $50.00 fee is required to expedite a Municipal Lien Certificate.

- I received and Excise Tax Bill on a car I no longer own. Where do I go for an adjustment?

Please contact the Town of Winchendon Assessor's Office for abatement information.
- How do I pay overdue Excise Taxes that have been marked at the Registry of Motor Vehicles for non-renewal?

Please contact our Deputy Collector, Kelley and Ryan 1-508-473-9660. You must make payment directly to their office. Once they have received payment, they will contact the Registry of Motor Vehicles to release your account so that you can renew.
- What is the Real Estate tax billing schedule?

The town collects Real Estate Tax on a fiscal quarterly schedule. See the Real Estate Tax Billing Schedule (PDF).
- I bought the property this year. Why is the former owner still appearing on the tax bill?

Property taxes are billed with the information as of January 1st preceding the beginning of the current Fiscal Year. If you purchased the property any time after January 1st, you may not appear on the tax bill as the assessed owner until the next fiscal year. This rule is mandated by Massachusetts Law. However, if the Assessor's Office is notified that there is a new owner, the next bill can be sent as "Care Of".
- What are the penalties for late tax payments or not paying my tax bill?

If for some reason you are unable to pay your tax bill, Massachusetts Law mandates that interest at 14% be added to the tax from the due date through the payment date.
The fiscal year's taxes must be paid in full by the May 1st due date to avoid any further action taken by the town.
If you find that you are unable to pay a tax bill, please contact the Collector as soon as possible.
