REMINDER to Property Owners to NOT Discharge Water onto Town Ways or to the Sanitary Sewage System

Our Department of Public Works has been out sanding areas in Town that have become icy due to discharges of water from private property owners into the Town's roadways.  Please be advised this is a violation of the Town's Bylaws No 7; Section 7.20:

Section 7.20:    DISCHARGE OF WATER ONTO TOWN WAYS OR TO THE SANITARY SEWAGE

SYSTEM No owner of a property or building, or his agent having care thereof, shall cause, pump or direct water, in any form, from said property or the building itself, including the roof, onto or across any sidewalk or public way in such a manner as to affect the public safety or create a public nuisance.

No person shall discharge or cause to be discharged any stormwater, surface water, groundwater, roof runoff, subsurface drainage, uncontaminated cooling water, or unpolluted industrial process waters to any sanitary sewer unless permitted to do so by the Public Works Director.

Violation of this Bylaw shall be punishable by a fine of $25 for the first offense, $50 for a second offense, and

$100 for each subsequent offense. “Enforcing persons” for purposes of this Bylaw shall be the Public Works Director and any Police Officer of the Town of Winchendon. (May 21, 2012)
